For the most part, I really don't care in this discussion anymore, but yes, so long as the majority of regions are below 1 then the number of infections should be going down. That doesn't mean the number of cases is, though, as in the one case where Donald Trump is correct, the more people who get tested, the more cases (that already existed, Donald) you're going to find, so if testing ramps more quickly than R declines the number of confirmed cases will go up despite the number of active infections going down.
